Google Sheets: Rotate Text
Google has been on a roll adding new features to G Suite and Google Apps that you’ve been desperate for! First, you can add videos to Google Slides from Google Drive and now you can rotate your text in Google Sheets.
Formatting
Text rotation formats the text. You will find options under the Format menu.
Use the Toolbar
You can also adjust the text rotation using the icon in the toolbar. Click first on the cell (or range of cells) and choose the text rotate icon, next to the word wrap icon, in the toolbar.

I don’t see these options :(. Getting ready to email my district’s “Google admin” to see what he knows. Any tips in the meantime?
You do not have rapid release turned on. You’ll have to wait a few weeks for the features to become available.
